The real session-bus call: shell out to gdbus. This is the only
platform-bound piece — the decide-and-act flow lives in
super::plan_and_pause / super::resume_all, which take this as a
DbusCall and are unit-tested with a fake. A thin subprocess
wrapper with no branching of its own.
